Methane from compost

A staff member of an air resources district in California has suggested
that compost operations, such as those using green waste, might emit
methane into the atmosphere. It seems unlikely to me that aerobic
composting would result in methane generation unless it sat for awhile in
a very wet or compact condition, as might occur with cannery waste, fairly
wet biosolids, or the like.
I am wondering if anyone has had to deal with this issue (compost piles or
windrows polluting the air, depleting the ozone, etc.). Can you point me
to any research on the topic? A quick search of CAB and CRIS has not
turned up anything.
