On August 20, 2993, Rep. Gary A. Condit (D-CA), Chair of the
Subcommittee on Government Information, Justice, Transportation and
Agriculture of the House Committee on Government Operations announced
that the congressional report, "A Citizen's Guide to Using the
Freedom of Information Act and the Privacy Act of 1974 to Request
Government Records" was released in electronic format.
- If you have a Gopher client, type
GOPHER ERYX.SYR.EDU
- If you can telnet, type
TELNET HAFNHAF.MICRO.UMN.EDU
When you see the login prompt, type
GOPHER
You will be prompted for your terminal type. If unsure, type
VT100
Once the login procedure is complete, you must navigate through
a series of menus to reach the EGIS site. the directory path is:
Other Gopher and Information Service/North America/USA/General/EGIS
The Citizen's Guide is listed in the EGIS menu. The report can be
viewed or retrieved in whole or in part.
My paper copy of last year's report has the text of the Acts at the
end of the booklet. And, since I remember that the original request
came from outside the US, note that the FOIA does not limit its
provisions to citizens of the US -- anyone may make a request under
the FOIA (even though the title implies otherwise).
