The latest issue of The Ecologist (May/June 1993) contains an article distilling certain of the features of the report "Cracking the Codex: An Analysis of who sets world food standards". I believe the authors are from the National Food Alliance. It is a concise, well-written piece elucidating some of the players and processes in the creation of international food standards.
