I also remember something I read about welfare in the U.S. during the
1930s: welfare recipients were, and I quote, "allowed" to have gardens.
Gardens were perceived as being financially beneficial and not taxable in
any way, to folks who needed aid. At the time I read it, I thought, well,
the government should put in some form of encouragement to those on
welfare who are able-bodied and have land available to them. Or maybe
NGOs and NPOs and churches and concerned individuals who work among the
poor.....
