This summer and fall Washington State University Cooperative Extension, in
partnership with Washington State Farm Service Agency, Natural Resource
Conservation Service, the USDA Risk Management Agency and the WSU Center for
Sustaining Agriculture and Natural Resources, will present a series of four
satellite videoconferences discussing the 1996 Farm Bill.
The first satellite program is on "Risk Management". The program will air
August 27th from 8:00-9:00 am on Satcom C-1, Transponder 22 Vertical. 1-800
telephone and fax numbers will be provided for viewer questions.

The majority of the broadcast will be committed to Crop Insurance. There
are insurance decisions that farmers must make in September to secure the
Federal crop insurance for fall planted crops. Insurance will play an
increasingly important part in a producers risk management program given the
new economic environment created by "Freedom to Farm". There are new
insurance products which are becoming available to widen the coverage a
farmer can receive.
We know that many farmers will still be in the field on August 27 either
harvesting or in field preparation for fall planting. This makes this a
tough sell to get farmers to attend but it was felt we should make every
effort to make sure farmers were aware of their risk management options.
We are hopeful you will downlink the broadcast and let your farmers know
that the opportunity to view is available. If you plan to downlink the
broadcast, please let me know.
August 27th Satellite Tuning:
We will have a test pattern on at 7:45 am to aid in tuning. For those of
you with General
Instrument receivers, this satellite is "C-1" on the menu. If you have a
different brand or older receiver, you may find this listed as "F-1". The
program will be on channel 22. This spot is normally scrambled or blank.
You can confirm that you are on the correct satellite by looking at ch. 8;
NBC is normally there; ch. 9 is Classic Sports Network; and ch. 18 usually
shows the Calif. legislature. Almost all of the other channels are
scrambled. Here are the technical data: Satcom C-1 137W, 4140 mhz. Audio

Tuning Information for October and November Satellites:
Satellite Programs 2, 3, and 4 will be on a new satellite, Galaxy 9, which
you probably do not have in your programming. We want to encourage you to
confirm that you have this in the receiver memory, if not, please call Jim
Shelden, WSU CAHE Info Dept. Broadcast Engineer, at (509) 335-9290 and he
will help you over the phone. Jim will help you enter the satellite data
into memory and call it "G-9". Please call soon, Jim will not be able to
help you the day of the Conference. Here are the technical data: Galaxy
9, 123W, Transponder 21V, Ch.21, 4120 mhz, Audio: 6.2 & 6.8. Test pattern
at 7:45 am.
