flea beetle control

Several organic growers here in SW Washington are quite concerned about the
loss of rotenone for pest control. Their question, and mine too, is what
are some alternative measures for flea beetle control on brassicas,
especially on young plants, and on potatoes - tuber flea beetles. We
understand row covers are a good protection measure, but row covers do not
fit well with the farm maintenance practices which these growers use.
Any organically certified pest management strategies/information would be
appreciated.
