In this part of the world (SE Penna), it is possible to buy a product
called rock phosphate at garden centers and Agway. It comes bagged, but
I suspect one could buy it by the car/truckload. Don't have the source
off-hand unfortunately.
It would appear that rock phosphate and bone meal are both taken up very
slowly and don't move around in the soil very much, so you'd not get
phosphate runoff into streams and ground water if you used either one.
