1995.* Christine McCullum. Analyzes biotechnology in
terms of public health and nutrition, emphasizing that
currently available information about health risks is
inadequate. Calls for mandatory labeling of genetically
engineered products, a legally binding international
biosafety protocol and a moratorium on release of
genetically modified organisms (GMOs) while further

*Environmental and Economic Review of Crop Protection
and Pesticide Use in Ethiopia, 1995. Henry Gordon, Angel
Chiri and Tsedeke Abate. Reviews pesticides and pest
management practices in Ethiopia and makes
recommendations regarding crop protection for U.S.
Agency for International Development (USAID) Ethiopia.
Examines effects of various policies on crop production,
health and environment and suggests improving extension
related to IPM and non-chemical pest control
alternatives, increasing monitoring of pesticide use,
and strengthening pesticide regulations and government
infrastructure to implement regulations. Environmental

*Pesticide Use and Pest Management in Madagascar:
Subsector Review and Programmatic Environmental
Assessment, 1995.* Patricia Matteson, Paul Ferraro and
Walter Knausenberger. Examines USAID/Madagascar's
activities in terms of how they influence pesticide use,
focusing on whether USAID should offer financial
assistance to Madagascar for pesticide imports. Includes
information about pesticide use, regulations,
availability of safety equipment and availability of
alternatives in Madagascar, and discusses challenges of
effectively monitoring and regulating pesticide use and
educating farmers due to insufficient funds and
extension services. Concludes that judicious use of
pesticides in USAID project areas can have positive
health and environmental effects. Environmental and

*Food Aid: A Suitable Instrument for Food Security?
1995.* Solagral. Presents proceedings from January 1995
food security conference involving non governmental
organizations (NGOs) and Food Aid Unit of European
Commission. Discusses potential cooperation between NGOs
and European Commission to further food security,
especially in terms of sharing information and analyses,
and describes various strategies of food aid that have
