REQUEST FOR PROPOSALS

Title: Instructional materials on "Aquaculture as
Sustainable Agriculture." Contract: December
1995 through June 1996. Proposal deadline: December
10, 1995.

Contract Description: Development of instructional
materials on "Aquaculture as Sustainable Agriculture"
will initiate December 1995 and conclude June 1996. A
contractual agreement will be signed between the Writing
Team Leader and the National Council for Agricultural
Education (The Council). Funding is provided under a
USDA grant to "infuse aquaculture education into
vocational agriculture curriculum." The Writing Team
Leader, an independent contractor, is expected to head a
team of 3 - 5 technical writers and curriculum
developers, one of whom must be knowledgeable of
aquaculture. The writing team's goal is to develop and
produce one comprehensive, camera ready, and complete
packet of instructional materials that will develop
student's awareness by allowing more in-depth study of
aquaculture as sustainable agriculture.
Materials will be designed as supplements to be infused
into existing aquaculture, agriscience, and
environmental curricula. To achieve this goal the team
will: determine what curriculum materials exist
pertaining to aquaculture as sustainable agriculture;
determine what materials pertaining to aquaculture as
sustainable agriculture are relevant to existing Council
aquaculture education curricula; determine what
practical, hands-on lab exercises relevant to
sustainable agriculture can be used or adapted to
aquaculture; and survey existing audio-visual materials
and sources (ie.video, CD ROM, films, slides, etc.) on
aquaculture as sustainable agriculture. Instructional
materials will include; (1.) illustrated student guide
with teacher manual and listing of current
reference materials, (2.) survey of teaching aides with
format and sources, and (3.) hands-on laboratory
exercises covering major areas applicable to aquaculture
in the classroom, including Hydroponics. Instructional
materials will be complete, concise, and complement
aquaculture education materials previously developed by
The Council. Lessons will incorporate affordable,
interactive, "hands-on" activities employing affordable,
state-of -the-art and user-friendly teaching and
laboratory equipment and technology. Development will
be in 3 phases: phase I -draft (March 1) with peer
review (April 1); phase II - revision (May 1) and pilot
testing (May);and phase III - final revision (June 30).

Contract/funding: Writing Team Leader will be an
independent contractor. Writing Team Leader is expected
to engage additional technical writers, curriculum
developers, and/or support staff as needed. Total
funding available to meet the goal of this contract,
including the writing team's compensation, is
$27,000.00. No indirect costs may be applied under any
agreement with the Writing Team Leader or subcontracts.
Subcontracts and any amendments must be approved
by The Council in advance.

Writing Team Leaders responsibilities: Work
independently under authority of the National
Council for Agricultural Education in all matters
related to the objectives of this agreement.
Writing Team Leader will be responsible for keeping the
Special Projects Director/Aquaculture at
The Council informed of progress; maintain clerical,
technical, and professional services, and
financial accountability; prepare interim and final
progress reports. Writing team will attend a
project planning meeting on Jan. 5-6, 1996 at a site to
be determined. Writing Team Leader will
assure quality control and serve as primary
representative for this effort to The Council.

Qualifications: Team leader should be highly motivated
individual with successful experience in curriculum
development. Outstanding writing skills. Evidence of
capacity/support to complete project. Demonstrated
communications skills and evidence of successful
experience in agricultural education, science education,
curriculum development, and /or other successful
agriscience and aquaculture experience is very
desirable. Additional selection criteria may be
obtained from The Council.
